The FCC created a three-tiered access and authorization framework to accommodate shared federal and non-federal use of the band -- Incumbent Access, Priority Access, and General Authorized Access (GAA).
The Priority Access tier (Tier 2) consists of PALs, each being a 10 MHz channel within the band. PALs are licensed by the FCC on a county-by-county basis through the competitive bidding process that concluded in August 2020.
