The PPA protection contour and all points inside it are considered an exclusion zone for all non-PAL CBSDs. This applies to CBSDs that are not part of that PPA cluster list for that particular 10 MHz PAL channel.
The SAS divides the whole United States into 2-arcsec by 2-arcsec grids (approximately 60 meters by 60 meters) in north/south and east/west directions. The grids are aligned to integer latitude and longitude lines.
Any grid point that lies inside or over the PPA boundary is protected against the aggregated interference threshold of -80 dBm/10 MHz. This includes all interference from CBSDs that are not members of the PPA cluster list located within a neighborhood of 40 km of the grid point. This is determined using the Iterative Allocation Process (IAP) during CPAS.
