How does an ESC triggered DPA activation impact market planning? Will operators get any service assurance for maintaining carrier aggregation when DPA is deactivated?
Answer
When a DPA is deactivated, CBSDs that are on the “Move list” will be able to retain their original grants and go back to “Authorized” state and hence retain the original carrier aggregation. CBSDs not on the “Move List” will not have been affected by the DPA activation. If the grants get terminated or are relinquished, then the CBSDs will have to request new grants. In this scenario, there is no guarantee that the adjacent channel assignment will be retained or that the CBSD will be immediately authorized to transmit.
