While there are no technical limits to the number of CBSD messages per DP, an efficient implementation would be to aggregate messages expeditiously. This also depends on the type of messages. Specifically, in the case of Heartbeats, to avoid impact of aggregation latencies on Transmit Timer Expiry it is best to balance the load of the CBSD population across multiple TLS sessions.
