Is it possible for an in-building network system to be treated as one grant for each carrier that is used?  For example, if two carriers are assigned to the facility as 2 grants and there are with 50 small CBSDs in use.  Would this one grant be shared across all 50 CBSDs?

Grants are issued per CBSD. If there are 50 CBSD’s inside a building, at a minimum, 50 grants will be required. Co-existence rules will ensure fair allocation of spectrum based on CBSD category and location.
